ICAO Diplomatic Conference

New Zealand will participate in the International Civil Aviation Organisation diplomatic conference in Beijing. The diplomatic conference will consider two protocols – one to amend the Montreal Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation, and one to amend the Hague Convention for the Suppression of the Unlawful seizure of Aircraft. The Protocol to the Montreal Convention seeks to introduce new offences relating to the use of aircraft. The Protocol to the Hague Convention seeks to re-focus the criminal provisions in that Convention. Both protocols are similar to the existing Suppression of Unlawful Acts protocols which apply in the maritime context.

 

Parallel Pasts, Convergent Futures?
Comparing New Zealand, Iberia and Latin America

The Iberian Peninsula and the British Isles are the two leading producers of overseas settler societies in the history of the modern world. Yet the pasts and presents of the two diasporas, which made and remade Latin America and ‘neo‐Britains’ such as New Zealand, are seldom compared. This conference will explore comparisons, connections, and convergences, past and present, between New Zealand and the countries of Iberia and Latin America.

Security in Afghanistan: Reflections on New Zealand's Role in Bamyan

Martin Dransfield will provide an overview of the situation in Bamyan Province in Afghanistan based on his recent experiences as the New Zealand Provincial Reconstruction Commander from October 2009 until April 2010. In particular he will focus on the relationship developed by the Provincial Reconstruction Team with the Bamyan people and its contribution to the search for improved and ongoing security in the province. His presentation will also cover New Zealand’s role in providing training and support to the Afghan security forces and how, working
alongside Governor Sarabi, a Governance and Development framework has been put in place.

8th Asia – Europe Meeting (ASEM) Summit

Biennial meeting at Heads of Government level to strengthen links between Asia and Europe and discuss key global issues including global economic governance and sustainable development.  The overarching theme for ASEM 8 is “Quality of Life, achieving greater well-being and more dignity for all citizens”.  This will be New Zealand’s first Summit.

 

UNFCCC Negotiations - AWG-KP14, AWG-LCA 12

Parties and observer states to the United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol (KP) will meet to continue negotiations on a range of issues (e.g. mitigation, adaptation, financing, forestry, legal form) in preparation for the Conference of Parties in December.

 

The 2010 Europa Lecture
