Tender opportunities

The work of the New Zealand Aid Programme involves contracts for a wide range of activities from building a renewable energy plant to improving literacy levels, and rebuilding infrastructure.

Around 25% of our funds are spent with suppliers and specialists who we contract to design plan, implement, monitor and evaluate our activities, with assignments varying from a few days to many years. We channel the remaining 75% of our funds through our partner governments and international agencies such as the United Nations Development Programme, who purchase goods, works and services using their own procurement methods.

Our selection procedures follow the New Zealand Government Procurement Rules to ensure transparent, efficient, effective and fair use of public funds.

How we use Supplier panels

The Ministry sources suppliers through supplier panels where possible, including All-of-Government Panels, Syndicated Contracts, and our own supplier panels.

Panels are established through an open competitive tender process advertised on GETS(external link). Each panel has agreed terms and conditions. Some panels are ‘open’, meaning the number of suppliers on them may be increased from time to time to meet evolving needs (usually no more than once a year).

The MERL panel of suppliers, is a closed panel of suppliers supporting the Ministry.

The MERL list of suppliers, is an open list of monitoring, evaluation and research suppliers. The MERL List suppliers support the MERL Panel suppliers and are either a Māori or Pasifika-owned business, an in-country specialist or a niche MERL practitioner. You can apply any time by completing the response to the Invitation to Qualify. Please find links to relevant documents below. Responses will be assessed annually from May 2023. Opportunities to supply the International Development Cooperation Programme may also be available to you through existing All-of-Government Panels. The Ministry is signed up to use most of these.
