UNGA78: Third Committee: Dialogue with the Special Rapporteur on the rights of persons with disabilities

New Zealand would like to thank the Special Rapporteur for this very important and timely report.

It is sobering to reflect that 16 percent of all impairments worldwide are because of war or conflict.

New Zealand welcomes the focus in this report on the under-utilised potential for persons with disabilities and their representative organisations to contribute to peace building.

We accord with the Special Rapporteur’s focus on moral repair and the elements which underpin it – especially on truth as a foundation for peace, incentivising participation and reimagining political institutions.

New Zealand has our own examples where we are undertaking truth telling.

The Royal Commission on Abuse in Care seeks to respond to testimonies of those who have experienced care, and transform the way New Zealand cares for children, young people, and adults in our communities – especially if they have been in the care of the State.

The Royal Commission has a Commissioner who is a leader in our disability community, recognising the disproportionate impact of abuse on persons with disabilities.

New Zealand is hopeful that this mechanism will provide the opportunity for real change for those who have suffered abuse.

Here in the Third Committee, we are also pleased to be co-leading a resolution this year, with Mexico, on the rights of persons with disabilities in situations of risk and humanitarian emergencies.

New Zealand thanks the Special Rapporteur for his highly considered and practical report. We look forward to his recommendations being furthered by States and the wider UN system.
