Children under 15 years of age who are not accompanied by a parent or who are not coming to meet a parent in the Philippines are generally excluded from entering the country.
To be able to enter such children must present a document obtained in advance from a Philippine embassy or consulate called a “waiver of exclusion” form. If an unaccompanied minor does not have this form on arrival, the minor's guardian or legal representative may be required to apply for a waiver, pay a fee of 3,120 pesos (about NZ$100) and leave a copy of the minor’s passport with immigration officials.
