Statement on Explanation of Vote delivered by Permanent Representative, H.E. Ms. Carolyn Schwalger

New Zealand co-sponsored and voted in support of the resolution entitled “Advancing a comprehensive, just and lasting peace in Ukraine”.

New Zealand also voted in favour of the amended “Path to Peace” resolution in line with New Zealand’s support for all efforts to achieve a comprehensive, just and lasting end to this war as soon as possible. 

It has been three years since Russia commenced its illegal full-scale invasion of Ukraine. New Zealand has consistently denounced that invasion, which was a grave breach of international law, including the UN Charter.

New Zealand remains committed to upholding the Charter and international law, including the core rules and norms that underpin international peace and security. This includes respect for sovereignty and territorial integrity, and the prohibitions on the use of force and the threat of use of force. New Zealand maintains that Russia’s invasion was illegal and unprovoked, and breached the prohibition on the use of force in Article 2(4) of the Charter. Our positions today are grounded on those core principles.

This war has had a horrific human cost. It has caused immense suffering to the people of Ukraine and has significantly impacted regional and global stability. 

We welcome the effort that all parties are bringing to the shared endeavour of ending this conflict. We acknowledge the renewed energy the US has brought to these efforts. 

In seeking an end to this war, it is vital that we do so in a way that best achieves a comprehensive, just, and lasting peace in accordance with international law. To do otherwise would be inconsistent with the principles and purposes of this grand organisation.
