Tariff Reductions

To qualify for the reductions in tariffs under the free trade agreement, rules applying to the origin of goods must be met and followed. Use the Tariff Finder(external link) for more information on how to complete four key steps involved in this process:

  1. Establish the tariff classification for the good
  2. Check the tariff commitments in the relevant tariff schedule
  3. Determine the Rules of Origin (ROO) applying to the good
  4. Documentation and other requirements

Using Quotas

The FTA between New Zealand and the United Kingdom includes an improvement in access conditions for New Zealand beef, sheepmeat, cheese, butter and fresh apples. When it enters into force, the agreement will allow immediate tariff-free access under quota arrangements for those products. The Ministry for Primary Industries is responsible for administering the dairy quotas, further information on accessing the quotas can be found on the Ministry's website(external link). New Zealand Apples and Pears Inc is responsible for administering the fresh apples quota, further information on accessing the quota can be found on New Zealand Apples and Pears Inc’s website(external link). The New Zealand Meat Board is responsible for administering the beef and sheep meat quotas, further information on accessing the quotas can be found on the New Zealand Meat Board’s website(external link).

Government Procurement

Government markets present significant opportunities to sell a diverse range of goods and services. The United Kingdom’s government procurement market is substantial, totalling approximately300 billion or a third of all its public expenditure each year.

In addition to tender notices, this website also has information on pre-qualification, forward procurement opportunities (i.e. annual procurement plans) and general procurement information.

Rules of Origin

Goods traded between New Zealand and the United Kingdom are originating if the goods are:

  • Wholly obtained or produced entirely in one or both Parties; or
  • Produced entirely in a Party exclusively from originating materials from one or both of the Parties; or
  • Produced entirely in a Party using non-originating materials where the good satisfies the requirements of the Product Specific Rules of Origin.

In addition, the goods must meet all other requirements in the Chapter.

The NZ-UKFTA provides for the producer or exporter of a good to self-declare the origin of their goods. There is no prescribed format for a self-declaration.

A self-declaration is valid for 12 months from the date of completion and can cover either a single importation or multiple importation of identical goods, provided these importations occur within a 12-month period.

To assist traders, the Customs website provides an origin declaration template(external link) that can be used if desired. This template has been developed by the respective Customs authorities and includes the necessary data elements.
