Mr President,

The situation in Gaza and the West Bank has had an appalling human rights impact. New Zealand remains gravely concerned by the ongoing humanitarian and human rights crisis, including the large-scale deprivation of access to basic necessities.

The Commission’s reports of violations of international law, international humanitarian law and war crimes are harrowing.

As the Commission concludes, months of loss, despair and retribution have compounded the immense suffering of both Palestinians and Israelis, with civilians, yet again, bearing the brunt of decisions by those in power.

The report only reinforces the need for all sides to commit to the roadmap to peace. New Zealand condemns any moves to prolong this conflict and the human suffering it brings.

We again call for an immediate de-escalation and a focus on the needs of the moment: a ceasefire, which would facilitate a surge of desperately needed humanitarian assistance, and the release of all hostages.

In this regard we welcome the adoption of Resolution 2735 by the Security Council.

New Zealand calls on all parties to meet their obligations under international law and for Israel to comply with the provisional measures imposed by the International Court of Justice, including immediately halting its military offensive in Rafah. We firmly support the International Criminal Court’s mandate in Palestine.

We ask, what can the international community do to support the Commission’s aim of promoting full accountability?
