Working with the New Zealand IDC programme

To deliver the New Zealand IDC Programme we draw on the knowledge and skills of a wide range of people and organisations.

The New Zealand International Development Cooperation (IDC) Programme delivers its projects through companies, individual consultants, NGOs, and public sector agencies. We fund projects in developing countries in sectors such as agriculture, fisheries, renewable energy, infrastructure, ICT, tourism and disaster preparedness and response.

The New Zealand IDC Programme engages suppliers to provide a wide range of goods, works and technical expertise. Our suppliers work in partnership with organisations and agencies in developing countries.

Our programmes have a range of grant funding and contract opportunities. However, we don’t fund requests for sponsorship from individuals or organisations.

Our Supplier and Delivery Partner Code of Conduct ‘The Code’

Updated March 2024, The Code, outlines our expectations of suppliers, partners, subcontractors and technical advisers who supply goods, services and/or works to the Ministry.

The intent of this document is to make our expectations from suppliers and partners, including their subcontractors, supplying goods, services and/or works to the Ministry clear.

It has been specifically developed to fully cover both the conduct standards approved by Cabinet for suppliers in NZ, and the international standards required for our work overseas. The Code includes UN requirements, such as the Ministry Policy on Preventing Sexual Exploitation Abuse and Harassment (PSEAH), and also reflects the New Zealand Government Procurement Supplier Code of Conduct (external link)approved by Cabinet and published by MBIE as Procurement Functional Lead.

The following three documents relate to our previous Code of Conduct, and only apply to suppliers and partners with contracts referencing the Code of Conduct 2019.

Volunteers

We don't work directly with volunteers but provide funding to Volunteer Service Abroad (VSA) that sends New Zealand volunteers to developing countries to share their skills and assist with long term development.

Like other agencies, we don't fund members of the public who wish to volunteer as part of humanitarian response following a disaster.

Fraud control

If you suspect the loss or misuse of New Zealand government or aid programme funds, resources, or assets due to fraud or corruption, please contact us. All cases of fraud, or suspected fraud, will be reviewed and, if appropriate, investigated. If confirmed, disciplinary action and/or referral to the police could follow. Where fraud has occurred, we will act to recover lost money or property.
