Human Rights Council: 44th Session of the Universal Periodic Review - Germany, November 2023

Mr President,

New Zealand welcomes the delegation of Germany.

We welcome the steps Germany has taken since the last review cycle, including measures to combat racism and right-wing extremism, the expansion of services for combatting gender based violence and introducing draft legislation to reform gender registration.

New Zealand recommends that Germany:

  1. Adopt a strategy for achieving a more inclusive education system, particularly for the over half of students with special needs who continue to be taught in special schools.
  2. Consider extending measures for promoting the integration of Ukrainian refugees to those from all other counties, [including the choice of place of residence, immediate access to the work force and schools for children].
  3. Amend the Basic Law to specifically prohibit discrimination based on sexual orientation and gender identity.
