The Enhanced Partnership seeks to lift New Zealand’s cooperation with Singapore in the areas of trade and economic; security and defence; science and innovation; and people-to-people links.

Negotiations to upgrade the CEP began in 2017, and after six rounds, were formally concluded in November 2018. The conclusion of an upgraded CEP marks one of the key initiatives underpinning the trade and economic pillar of the Enhanced Partnership.

In May 2019, the new CEP was signed by the Minister of State for Trade and Export Growth, alongside the launch of the Enhanced Partnership.
